Only if you are registered under GST. Registration becomes compulsory for service providers once yearly turnover crosses the threshold (₹20 lakh in most states, ₹10 lakh in some special category states). Below that, you can issue a bill of supply without GST.

Services use SAC codes. Some common examples are listed below. Check the code that fits your exact service with your CA.

Clients outside India
Services to foreign clients paid in foreign currency usually count as export of services. Registered freelancers commonly file a Letter of Undertaking (LUT) to export without paying IGST. Keep the bank's foreign inward remittance proof for each payment.
What to put on every freelance invoice
Your name and contact, client name, a unique invoice number, date, a clear description of the work, the amount, payment details (UPI ID or bank account and IFSC), and a due date. BillKaro has a field for each one.
